Fabrication builds the device once. Packaging has to work every time it ships.
The order isn't arbitrary: die attach has to anchor the die before wire bonding can connect it, and encapsulation has to come after both or there's nothing left to protect. Skip a step, or run it early, and the die comes apart before it ever reaches a customer.
